Project

Local governments face the challenge of integrating energy transition projects with urban planning goals and the further development of their infrastructure—such as transportation and telecommunications. In practice, measures in these areas are often planned separately. Different areas of responsibility, varying planning horizons, and complex legal frameworks make it difficult to implement integrated municipal infrastructure projects.

The goal of the project is to identify approaches to integrated infrastructure planning. To this end, IKEM is examining the legal and planning frameworks for municipal infrastructure projects. The focus is on both formal instruments—such as land-use planning, sectoral planning, and municipal ordinances—and informal concepts, strategies, and governance models. The results will be presented in a practical format and incorporated into a support program for municipalities, offering guidance on how to implement the energy transition efficiently and in compliance with the law.
