IKEM examines the legal framework for citizens' buses and comparable mobility initiatives in Baden-Württemberg.

Project

A key challenge for the mobility transition in Germany is the often weak public transport service in rural and peripheral areas. One instrument for improving this situation is community transport. These are civic and voluntary initiatives that operate on-call buses or cars in their communities.

The state of Baden-Württemberg supports the operation of community transport both financially and through consulting services provided by its local transport company. IKEM is now supporting this work with a legal opinion on liability and state aid issues relating to volunteer-run mobility projects.
