With the “Draft Act for a Predictable, Cost-Efficient, Grid-Compatible, and Market-Oriented Expansion of Renewable Energy in the Electricity Sector” (EEG Amendment), the federal government aims, according to its own statement, to consistently align energy law with affordability, cost efficiency, and security of supply. In addition to the Renewable Energy Sources Act (EEG), this package of amendments is intended to amend other energy laws (the Energy Industry Act, the Metering Point Operation Act, and the Energy Financing Act) and regulations (the Renewable Energy Ordinance and the Innovation Tendering Ordinance).
In this statement, IKEM continues to assess the current draft bill for the EEG 2027 as insufficient, despite some improvements. From IKEM’s perspective, there is a risk—particularly with regard to small photovoltaic systems—that the regulatory transformation will proceed more quickly than the development of the necessary market structures.
