Opportunities for supplementary funding in addition to the EEG
The state of Berlin would like to support the potential of photovoltaic use in the city with an extended funding program for solar expansion. In order to examine the possibilities of additional funding by the state in addition to the EEG 2021, an study was prepared on behalf of the Senate Department for Economics, Energy and Business. This examines the conditions under which supplementary funding can be granted without inadmissible over-funding occurring. The special features of the Berlin market and the building structure as well as tenant electricity projects are particularly taken into account.
IKEM has worked on the legal aspects within the scope of the study. For this purpose, the existing funding framework of the EEG 2021 was presented first. Subsequently, the legal framework for an additional aid was elaborated under consideration of Section 80a EEG 2021 and EU state aid law. In this way, concrete possible support measures could finally be derived.
