Institute for Climate Protection, Energy and MobilityGender equality plan 2023-2025 2023.
IKEM's First Gender Equality Plan 2023-2025 strives to sustainably transform its organizational processes, structures and cultures to combat and reduce gender imbalances and inequalities in its research and work. The Plan establishes concrete objectives (based on a status quo assessment), and specific measures that will be implemented in the period of 2023 till 2025 to improve gender equality within IKEM and in the field of research and innovation in the climate transition. The Plan further establishes clear responsibilities for different activities and outlines timelines of the measures to be implemented, and for measuring progress and success.

IKEMConclusions and RecommendationsRoadmap for a climate-neutral, sustainable Ukrainian energy sector and its role in an integrated EU energy market. 2023.
Postwar reconstruction in Ukraine will be a long and arduous process. The Ukraine Energy Roadmap, offered by the Europe-Ukraine Energy Transition Hub, analyzed the technical, financial, and legal aspects of this challenge; the detailed results are described in the corresponding three studies. This document summarizes these studies and provides recommendations across six major themes relevant to the energy transition.
IKEMPreliminary Financial StudyRoadmap for a climate-neutral, sustainable Ukrainian energy sector and its role in an integrated EU energy market. 2023.
The post-war rebuilding of Ukraine’s energy sector is a critical task requiring substantial finance and meticulous planning. To secure the necessary funds, a comprehensive financial plan is essential to assess available mechanisms and determine optimal implementation options. This study aims to identify effective financial mechanisms, evaluate funding sources, assess risks and benefits, and address unique challenges faced by Ukraine. Barriers to financing are identified, and strategies developed to overcome them with the support of international organizations and stakeholders. These findings provide inputs to a comprehensive financial plan that adheres to legal requirements and international practices.
This publication is part of a triptych of preliminary studies – technical, financial, and legal – that make up the first stage of the Ukraine Energy Roadmap offered by the Europe-Ukraine Energy Transition Hub. A fourth text presenting the joint conclusions and recommendations from the three studies is published in parallel.
IKEMPreliminary Legal StudyRoadmap for a climate-neutral, sustainable Ukrainian energy sector and its role in an integrated EU energy market. 2023.
The postwar reconstruction of Ukraine will rely on sustainable, low-carbon development, which will in turn require a substantial shift in the country’s legislative and regulatory frameworks. This preliminary legal study aims to elaborate legal recommendations for policymakers that will support a new energy system design based on the implementation of the EU energy acquis and eventually assure a just, stable, diversified, and green energy market. Ensuring a regulatory environment that stimulates investments, perhaps through frameworks that (temporarily) fall short of full EU membership, is another priority.

IKEMPreliminary Technical StudyRoadmap for a climate-neutral, sustainable Ukrainian energy sector and its role in an integrated EU energy market. 2023.
This publication aims to account for the current situation in Ukraine’s energy system and to chart a course towards a prosperous, modern, and innovative future for the country. This study is subdivided into four sections: a description of Ukraine’s current energy system, a catalogue of future energy pillars which will foster and enable a thriving and dynamic future, a comparative cost-benefit analysis of various types of electricity, and a section presenting the results of an expert survey that was carried out as part of the Energy Roadmap project.
