The project examines options for the national implementation of the latest EU Energy Efficiency Directive.
The revised version of the EU Energy Efficiency Directive came into force in September 2023 as part of European Green Deal. This revision updates Article 6 of the directive, tightening the exemplary function of public institutions. It includes an annual refurbishment obligation of 3% of the total building area to become ultra-low-energy or zero-emission buildings for heated and/or cooled buildings owned by the public sector with an area of 250 m² or more.
The project examines the new European requirements, their implementation at the national level and draws up recommendations on the alternative ways of fulfilling the renovation quota provided for in Article 6. In addition, a legal review will be carried out to determine the buildings covered by the refurbishment obligation, the necessary refurbishment measures as well as exemptions and less stringent requirements.
