The NoWeL4 project aims to improve public transport services in north-west Berlin with autonomous shuttles.

Project

On the outskirts of the city and outside rush hours, traditional, line-based public transport is often unable to meet all of the mobility needs of residents. As an alternative to private cars and to make public transport more attractive overall, an on-demand service with driverless shuttles is to be set up in north-west Berlin and tested as part of public transport.

Before the start of passenger operations, the project partners will carry out comprehensive studies on the mobility needs in north-west Berlin and the requirements for vehicles and background systems. These findings will form the basis for the NoWe4L operating concept and the necessary approvals. Once the mobility service has been launched, scientific acceptance and user studies will also be carried out.

The IKEM is providing legal support for the project and analyzing the requirements of the Autonomous Driving Act and the Autonomous Vehicle Approval and Operation Ordinance (AFGBV) for autonomous on-demand operation. Particular attention is paid to technical supervision, the obligations of those involved, liability issues and the new approval procedure. The aim is to identify legal problems and develop recommendations for a possible revision of the legal framework.
