Abstract

As part of this study, IKEM conducted a legal analysis and evaluation of the new regulatory framework for vehicles with autonomous driving functions—introduced in Germany by the Autonomous Driving Act (GAF) and the Implementing Regulation (AFGBV)—from the perspective of the ABSOLUT II project and its implementation approach, . The GAF established a new centralized registration procedure at the Federal Motor Transport Authority (Kraftfahrtbundesamt) pursuant to Sections 1d et seq. of the Road Traffic Act (StVG). In addition, the rights and obligations of the vehicle owner, as well as the responsibilities of manufacturers of vehicles with autonomous driving functions, are examined. Furthermore, the approval of the specified operating areas by the competent state authority plays a major role in the new registration process, and this aspect is also analyzed.
